Why headlights go foggy and yellow
Here is the part most people get wrong. The haze on your headlights is not on the surface like dust, and no amount of washing will take it off, because the damage is in the plastic itself.
Modern headlight lenses are made of polycarbonate, a tough, lightweight plastic that replaced glass because it survives stone hits without shattering. Polycarbonate has one weakness: ultraviolet light. Sunlight in the 290 to 350 nanometre band breaks the chemical bonds in the plastic, and the broken polymer reacts with oxygen in the air, a process called photo-oxidation (Sciencing). That reaction does two things at once. It leaves behind new compounds that carry a yellow tint, and it physically roughens the once-smooth surface so light scatters as it passes through, which is the foggy look. Polycarbonate is known to yellow and lose clarity under prolonged UV exposure for exactly this reason (Polycarbonate, Wikipedia).
From the factory, the lens is protected by a thin clear coat that blocks most of that UV. The trouble starts when this coating wears thin and fails. Once it does, the bare polycarbonate underneath is exposed and the yellowing accelerates. In Delhi this happens faster than in milder cities, because the same fierce summer sun and very high UV that fade paint work on the headlights too, and a car parked outdoors all day gets the full dose. That is why headlights here can start clouding within a few years rather than slowly over a decade.
So restoring a headlight is really about one thing: removing the damaged, oxidised layer of plastic and then putting fresh UV protection back on. Every step below comes back to that.
Foggy headlights are a safety problem, not just a looks problem
It is easy to treat cloudy headlights as a cosmetic annoyance. They are not. The yellow, scattered surface chokes how much light actually reaches the road.
In testing by the American Automobile Association, deteriorated headlights on low beam produced just 22 percent of the light a new headlight gives (AAA). That is a car running on roughly a fifth of the light it was designed to throw, which is a real hazard on an unlit stretch or in monsoon rain. Independent testing has reached the same conclusion, that aged and clouded headlights can leave a driver dangerously short of light at night (Consumer Reports). Restoring the lens is one of the cheapest ways to get that lost night vision back, which is why it is worth doing properly rather than ignoring.
Before you start
Headlight restoration is a slow, careful job, not a five-minute scrub. Set aside a couple of hours, work in the shade so nothing flash-dries, and gather the kit first. You will want masking tape, a few grades of wet-and-dry sandpaper in steps from coarse to very fine, a spray bottle of clean water, a polishing compound and a soft cloth or pad, and most importantly a headlight UV sealant or clear coat. Restoration kits sell all of this together, or you can buy the pieces separately. Do not start without the sealant, because the job is not finished until the lens is protected again.
How to restore foggy headlights at home, step by step
This is the routine that brings a light to moderately fogged lens back to clear. Work on one headlight at a time and take your time on the sanding.

Wash the lens and let it dry. Clean the headlight with car shampoo and water to lift off road grime, then dry it. You want to sand the oxidation, not grind dirt into the plastic.

Mask off the paint around the lens. Tape a border around the whole headlight, two layers if your tape is thin. Sandpaper and polish will chew into the paint and trim next to the lens if they touch it, so this protection is not optional.

Wet-sand, starting with the coarsest grit. Soak the sandpaper and keep both the paper and the lens wet the whole time. Sand the cloudy surface evenly with light pressure in straight passes. The lens will look milky and scratched, that is correct, you are cutting off the oxidised layer.

Step through the finer grits. Move up through progressively finer grades, rinsing the lens between each one, until the surface feels smooth and looks an even, dull haze. Do not skip grades. Each finer grit erases the scratches of the one before it, and skipping leaves marks you cannot polish out. Keep everything wet throughout.

Polish out the haze. Once the finest grit has left a uniform satin finish, switch to a polishing compound on a clean soft cloth or pad and work it over the lens. This clears the fine sanding haze and brings the plastic back to transparent. Wipe clean and check the lens looks clear in good light before moving on.

Seal the lens with UV protection. This is the step that decides whether the job lasts. Once the lens is clean and fully dry, apply a headlight UV sealant or clear coat in a thin, even layer following its instructions, and let it cure undisturbed. The sealant replaces the factory clear coat you sanded away, so it is the only thing standing between the bare plastic and the sun.

Let it cure and keep it up. Give the sealant the full cure time before driving or washing the car. A sealed lens stays clear far longer, but no coating is permanent under Delhi sun, so plan to reapply the sealant periodically and the lens will not slide back to yellow.
The one step home remedies skip: UV protection
Search for a quick headlight fix and you will find the toothpaste trick. It is not a myth, exactly. Toothpaste is a mild abrasive, so rubbing it on does cut off a little of the yellow layer and the lens looks better for a day. The problem is that it stops there.
Toothpaste, baking soda, and the other kitchen remedies only rub off the top of the oxidation. They add no protection, so the bare plastic is exposed again and the haze comes back, usually within a month or two (Family Handyman). The same trap catches a sanding job done without the final seal: you can sand a lens perfectly clear, but if you stop before sealing it, you have actually stripped off what little UV protection was left and the headlight will yellow again faster than before. Clearing the lens and protecting the lens are two different jobs, and only doing both makes the result last. That is the single most common reason a home restoration looks great for a fortnight and then disappoints.
When DIY is not enough: heavy oxidation, cracks, and moisture
The honest limit on home restoration is real, and knowing it saves you from making a lens worse.
A DIY sand-and-seal handles surface oxidation well. It does not fix three things. The first is heavy, deep yellowing that will not sand clear without removing so much plastic that you risk going through the lens, which thins it and ruins the focus of the beam. The second is cracking or crazing inside the lens, fine fractures in the plastic that no surface work can reach. The third, and the clearest sign to stop, is moisture or condensation trapped inside the headlight housing, because that points to a failed seal on the unit itself and a polish on the outside does nothing for it. A lens that is cracked, fogged from the inside, or simply too far gone is a replacement, not a restoration.
There is also a ceiling on what any restoration recovers. In the AAA testing, both DIY and professional restoration returned light output to about 70 percent of new, and both produced more glare than the standard allows, while only fitting a new headlight brought output back to 100 percent (AAA). The practical reading of that is simple. Restoration is the right, sensible fix for a clouded but sound lens, and it gives most of the light back. A lens that is badly damaged is past restoration and wants replacing.
